Vetted, bonded, background-checked cleaning staff is the default standard at Fraser Commercial Services, not a paid upsell. If you manage a bank, credit union, healthcare facility, government office, or any commercial site that requires after-hours access by an outside vendor, this is the staffing standard you should require.
Fraser has been operating to this standard for 39 years. We currently service over 100 bank and credit union branches across Connecticut, Rhode Island, and southern Massachusetts where this staffing model is non-negotiable.
What “vetted, bonded, background-checked” actually means
Vetted
Every cleaner assigned to a regulated site is screened by Fraser before they receive a key, fob, or alarm code. Vetting includes employment history verification, references, and confirmation that the staff member is comfortable with the site-specific access requirements (alarm protocols, dual-control rules, restricted zones).
Bonded
Bonding is a financial guarantee from a bonding company that protects the client if a cleaning crew member commits theft or property damage. Fraser carries bonding on all crews. Certificates of bonding are provided on request and named insured can be added for any branch network.
Background-checked
Background checks include criminal history (county and federal), identity verification, and where applicable, sex offender registry checks. Background checks are run BEFORE the staff member receives a key to your facility, never after.
Why this matters for your facility
- Banks & credit unions: Required by your security officer; compliance-graded for regulatory audits.
- Healthcare: HIPAA-adjacent considerations for any vendor with after-hours access to patient-area buildings.
- Government & municipal: Procurement requirements for bonded vendors; background checks often a contract precondition.
- Multi-tenant office buildings: Property management liability protection.
- Schools & daycares: Background checks legally required for any adult with after-hours access.
What to ask any cleaning vendor about staffing
- Are background checks the default, or an add-on you charge extra for?
- What does your background check include, county only, federal, sex offender registry?
- Are you bonded? Can you provide the bonding company’s certificate?
- How do you handle credential turnover when a staff member leaves?
- Do your assigned cleaners wear branded uniforms with ID badges?
- What is your insurance coverage minimum? Can you add my facility as named insured?
- How do you document after-hours access protocols for each site?
Any vendor who hesitates on any of these, or treats them as paid add-ons, is the wrong vendor for a regulated facility.
Insurance & compliance documentation
- General liability insurance, coverage details available on request
- Bonded crews
- Workers compensation coverage
- Background-check process documented per assigned staff member
- Certificate of insurance provided on request
- Named insured can be added for any branch network or property management contract
Frequently asked questions
How quickly can you onboard a new branch with vetted staff?
For most single-site contracts, 2 to 3 weeks from proposal acceptance, including background check completion. Multi-branch networks scale accordingly. Background checks are usually the gating item.
If a cleaner leaves, how do you handle the access credentials?
Documented per-branch access procedures. When a staff member leaves, all credentials assigned to them are deactivated or returned. The new staff member goes through full background check and access-protocol orientation before receiving credentials.
Can I see the certificates upfront?
Yes. Certificate of insurance and bonding documentation provided on request before the contract is signed. Add-on requirements like named-insured or specific coverage minimums can be addressed during the proposal stage.
Do you charge extra for the background-check process?
No. Vetted, bonded, background-checked staff is the default for all regulated-site work, not a paid add-on. We do not bill extra for the standard staffing model that bank, healthcare, and government facilities require.
